Since the beginning of the 21st century, against the backdrop of deepening geopolitical contradictions between global power centers the occurrence of military clashes in various regions of the world, the activation of terrorist groups and the increase in threats to the international security system have necessitated the strengthening of interstate cooperation.
In this context, the Republic of Azerbaijan, which has always taken initiatives to establish peace and security at the international and regional levels, has considered it appropriate to bring together intelligence and security agencies that play an unparalleled role in maintaining international security on a single platform in order to promote joint action against global threats. Thus, Baku Security Forum, based on the principles of constructive dialogue, mutual understanding and beneficial cooperation was established.
Baku Security Forum is an international security event where leading delegations of special service agencies of the world's countries are represented, international security issues are widely discussed, effective struggle against modern challenges and threats facing the global security environment is carried out, as well as the formation of unified approaches in the field of protecting the international security system from negative manifestations and mutual exchanges of views are held for the purpose of combining efforts. Baku Security Forum is a platform that creates favorable conditions for countries with different political positions to come together and discuss differences of opinion, regional and international conflicts on the basis of mutual understanding.
I Baku Security Forum was organized by the State Security Service of the Republic of Azerbaijan on May 3rd, 2023 Within the framework of the relevant forum, which was attended by heads and high-level representatives of intelligence and security agencies of countries around the world, in addition to the plenary session, bilateral and multilateral meetings were held. The meeting, held on the theme of “Joint combat against the destructive activity of proxy networks”, was dedicated to the 100th anniversary of the birth of the founder of modern Azerbaijan, honorary head of the Azerbaijani security agencies, national leader of the Azerbaijani people Heydar Aliyev. This is not accidental. Thus, during his tenure as President of the Republic of Azerbaijan, Heydar Aliyev not only achieved a ceasefire in the South Caucasus, but also made great contributions to strengthening international security in numerous international events, as well as in bilateral and multilateral meetings he attended.
Based on the great interest shown by the participants to the event, II Baku Security Forum was organized on September 15th, 2024 on the theme of “Contemporary challenges to the security of global transportation networks”. Speeches were made by representatives of the special service agencies of the participating states on the topic of the forum, as well as bilateral and multilateral meetings were held.
III Baku Security Forum, held on September 21, 2025, with the participation of heads and high-level representatives of special service agencies from nearly 90 countries, was dedicated to the topic "Interaction of security agencies in prevention of humanitarian crisis and global human-induced disasters during terror acts and armed conflicts".
